The control of Asbestos regulations 2012 (Car 2012) and more specifically regulation 4:

If you own a non-domestic building it is a legal requirement to have an asbestos survey and an up-to-date asbestos register in place. These reports must form the basis of a detailed asbestos management plan, this should outline how you intend to monitor and manage any asbestos-containing materials that may be present in your estate or premises. If you are an employer or you are self-employed and you have some or all of the responsibility of conducting repairs onto your building/premises you might be the “Duty Holder” in which case any legal responsibility for ensuring your asbestos survey has been completed will rest with you. Asbestos Surveys and Registers is a key stage in the management of asbestos. The purpose of this is to locate as far as reasonably practicable, the presence and extent of any suspect asbestos-containing material within the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to access their condition. Then there’s the refurbishment and demolition survey which is needed before any refurbishment or demolition work is carried out. This survey is used to locate and describe all of the asbestos-containing materials in the area where the refurbishment work will take place or in the whole building if it is being demolished. The survey will be fully intrusive and involve destructive inspection, this is necessary to gain access to all areas, including those that may be difficult to reach. This type of survey may also be required in other circumstances, for example when more intrusive maintenance and repair work is going to be carried out.

The type of asbestos survey that will be most appropriate will depend on the client/property specific requirements and this will be determined during the survey planning phase.
